Add in ability to disburse/approve loans in the past

Description

There are some instances where a MFI needs to back date transactions and record disbursements that have happened in the past. While you can technically disburse a loan in the past, you can't set a disbursal before the approval and you can't set a date for the approval.

This would add the ability to enter in a date for approvals. Functionality would work as such
1. Date defaults to the current system date, but user can set to another date
2. This would have its own configuration option (Back-date approvals) so there can be controls around this option
3. System would allow approvals to be BEFORE the create date for the account record
4. Disbursal would still follow the rule that it must happen on or after the date of the approval

NOTE: Another advantage is this might open up more options for doing manual data entry, allowing people to create loans in the past.

Resolved in commit e540bca23f. It is now possible to make back-dated approvals.
