Unable to adjust previous payments on GLIM Account

Description

Currently, it is not possible to adjust payments on GLIM account which were made before Mifos 2.4.0.

Repro:
1. Login to Mifos.
2. Search for any Group Loan account (GLIM) which has payments made before Mifos 2.4.0.
3. Click on 'Apply adjustment' link.
4. Try to adjust any payment which were made in the past.

Expected result:
Payment can be successfully adjusted.

Actual result:
Payment cannot be adjusted because validation message appears: "The amount cannot be adjusted either because the status is not yet active or because a payment was received at the time of disbursement."

Hi George,

Is this bug critical for you and should be fixed a soon as possible or can it wait for the next Mifos release (Release J)?

If it is critical, then please change Fix Version to 'Vinolia' I and assign this issue to 'mifosdeveloperqueue'.

But if it can wait, then please only assign it to 'mifosdeveloperqueue'.

well it is a blocker for us in case we decided to migrate to 2.4

so if it can be fixed in the Vinolia I that would be great
