Add comments in config file that "sequence of names" isn't supported

Adding Patch keyword

Patch rejected:

• the bug is tracked in issue 1695, not this one

• Localization.CountryCode and Localization.LanguageCode are unrelated

I committed the fix in trunk revision 13084. No code was changed, only a comment
in applicationConfiguration.default.properties .

The following appears in the config file:
Determines ordering of displayed client name. Comma-separated values.

1. Values must match strings in ConfigConstants for FIRST_NAME, MIDDLE_NAME,

2. LAST_NAME, and SECOND_LAST_NAME.
   ClientRules.NameSequence=first_name,middle_name,last_name,second_last_name
