Wrong user associated with written off transactions

Description

Note that I was only able to repro this on the test server. Need to confirm
that this bug exists on a clean build.

To Repro:
Log into test server as an Admin (ie, Mifos/test mifos). NOT as a Loan
Officer.
Navigate to an active loan account
Click "edit loan status" at the top of the page
Change loan account status to "closed – written off"
Click "transaction history" link at the bottom of the page

Actual
The client's Loan Officer's name appears in the "Posted by" column for
all "written off" transactions

Expected
The Admin user name (ie, Mifos Do Not Change this User) should appear in
the "posted by" column-- since it was this user who posted this transaction.

Hi,

tested on http://test.mifos.org:8085/mifos.

The Admin username (in this case Mifos, MFI) appears under the column "Posted
By" in Transaction History.
