There are "roles/permissions" for reports that aren't uploaded

Description

To Repro
=======
Log into Test Server
navigate to Admin tab, click "View REports Templates"
Notice that there are 3 reports listed there.

Now navigate back to Admin tab, click "Manage Roles and PErmissions"
Click "Admin" and scroll towards the bottom, where the reports permissions
are listed

Actual
======
There are several report categories listed there, all with multiple reports
listed. However, these reports don't exist in the system

Expected
==========
There should only be permissions listed for reports that have been uploaded
into the system

Note: I did not repro this on a clean build-- but I reproed this on the
recently updated test server-- so it's pretty clean.

Pramod- I think pretty much everyone will want to remove these, even those in
production. Could we put in a comment in the upgrade file telling users to
comment out the lines telling customers to comment out the lines you've added if
they want to keep the report references and permissions?

I wanted to give a slight update to this issue. You don't need to worry about
adding any comments to the update script. It is fine to remove these report
references from all installations, including ones in production. The reports
can be added back in manually if necessary.

I have committed an upgrade script which removes these unused reports. It is in
revision 12733.

I am closing this bug.

Verified that legacy reports are removed and no longer visible in roles and
permissions page.
