In LSIM, system doesn't allow payment prior to first meeting day

Description

When "loan schedule independent of meeting schedule" is enabled-- the system
doesn't allow you to apply a payment prior to the first meeting day.

Expected
------- Because loan schedule should be independent of meeting schedule, there should
be no restriction. The user should be able to apply a payment regardless of
when the first meeting day is.

Note: this is a known issue. entering it in the issue tracker for tracking
purposes.

Hi,

Tested with an individual loan account.
The scheduled (first) meeting was on 7th July, but I could make the payment as
on 30th May.
