Allow '00/00/1962' as birthdate
Description
In Kenya some government IDs show, for example, 00/00/1962, when the actual
birthdate is unknown, but Mifos doesn't accept it. It'd be nice to be able to
enter it instead of entering an actual date, which creates a false precision.
