Allow user to move clients with centers/groups with different meeting frequency

Right now the system prevents (or should prevent-- see issue #1980) a client
from being moved into a center/group with a different meeting frequency. We
want to remove this restriction. Need to think through and spec this-- and
also need to think about how we want to remove the meeting requirement
altogether from mifos.
