Incorrect error message while trying to move Loan Officer from Branch office to another and when LO is assigned to center, group or client

Description

While trying to move Loan Officer from Branch office to another and when LO is assigned to any center, group or client, then an incorrect error message appears: "User with system ID {0} cannot be transferred. The same ID may have been assigned to one or more active customers."

Repro:
1. Create or select exisiting Loan officer which is assigned to center, group or client.
2. Go to 'Admin' tab, click on 'View system users' link.
3. Search for User chosen above and open his Details page.
4. Click on 'Edit user information' link.
5. Change 'Office' to another Branch office.
6. Submit changes.

Expected result:
Appropriate error message appears.

Actual result:
An incorrect error message appears: "User with system ID {0} cannot be transferred. The same ID may have been assigned to one or more active customers."
