This issue covers work that will be done to add "release 1" "group" (and center) functionality to Mifos X.

All types of work (i.e. requirements gathering as well as development work) are included.

The initial project approach taken is to recognize 2 streams of activity. This allows for implementation to begin with is the augmented by product management work:

1. Early Development Stream (Basic Scope)
There is no need to wait for full product management requirements/scoping output to be complete before beginning development/prototyping work. Basic scope work can start and that amounts to what 'developers' understand as being the generic group features.

2. Product Management Stream (Wider Scope)
This is scoping and requirements management.

This issue should have a done by date and not be left always open. Once the "release version 1" scope is determined, that can be used to decide what needs to be done to resolve the Jira issue.

To Be Done: an attachment describing the documents reviewed, the Basic Scope work and has some suggestions for product management to consider.
