Fix Mifos so that it can be reloaded in Tomcat.

Background

Reloading of Web applications is a handy feature of Tomcat (and other application servers) that can reduce development time.

Details

The Mifos Web application breaks after being reloaded by Tomcat. Please see issue 2433 for details.

- Fill out the Contributor Agreement
- Set up your machine for development:
