Central account decision adjusted

We will be adding a secondary layer of accounts to prevent a failure which could force us to distribute new code to our install base. Decision documentation here has been adjusted: https://mifosforge.jira.com/wiki/x/DoCHBg

 

Various minor adjustments made to API based on feedback

@Bartek: Push the SNAPSHOT release to JCenter so Mifos can pull it as a regular dependency
