Fees Column Missing in loan_arrears_aging table

The loan_arrears_ageing table includes columns for principal and interest amounts in arrears, but no column for fees in arrears. This may make it difficult to accurately report if fees are oversue, the amount of overdue fees and the aging of these overdue fees.

Currently, Mifos business logic requires that a partial payment is distributed against penalties then fees then interest then principal. If future developers change this logicso that fees are not paid off first, potentially you could have a loan that doesn't appear in arrears-- even though there are still outstanding fees to be paid.
