The generic scenario seems to be that a Guarantor is almost always an existing customer (so an organization has some degree of control in recovering a loan for which he serves as a Guarantee).
That being said, some organizations do have guarantor’s external to the Organization (though it does not seem to be binding or enforceable).
Guarantors (who are current customers) usually belong to the same branch as the Client (whose loan) they are Guaranteeing, so using default data scoping of the logged in user for setting Guarantors should work quite well.
